    The Committee on Banking and Insurance moves to amend the title of the bill to read as follows:

H. B. 3020-–“A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §33-49-1, relating to coverage for abortions by health plans; providing definitions; prohibiting all qualified health plans offered through a state exchange from including elective abortion coverage and allowing supplemental optional coverage for elective abortions for such plans; prohibiting all other health plans, including health insurance contracts, plans or policies, offered outside of the exchange, but within the state, from providing coverage for elective abortions except by optional separate supplemental coverage for abortion; requirements for issuance of elective abortion coverage; use of Medicaid funds for abortions; applicability of this article; severability.”
